procps in Debian adds a Recommends on the package (yet to be merged), I'm not particularly against morphing it to a Depends. The difference is that procps is in `required`, and I'm still unclear as to what the difference is between those two sets. I chose to add it to `minimal` to minimize the impact as much as possible.

Documentation is scarce on minimzed packages. From a chat I had with CPC folks I understood that it was built using the minimal seed but without Recommends, but I might have misunderstood?
