The only images built using the livecd-rootfs ubuntu-cpc project for arm64 and armhf which are not cloud images (which therefore do not require flash-kernel) are the raspi images.  raspi does require flash-kernel.  But we're not relying on this code to install it, because the case immediately above this is '*+raspi' which matches all the raspi builds.  Which means the only place this code is ever being called is on builds that never need it!

So this code should just be dropped.
