Not blocking (it's already landed anyway), but I still think this is the wrong approach in principle because it means we must carry a copy of the kernel package installed as part of the live later, plus a copy of the .deb in the package pool, increasing the overall image size.

This may be necessary for now due to the way subiquity works today, but I think the right answer is to have the kernel package used to boot the ISO installed in the standard layer; removed in the secureboot layer; and at install time subiquity removes the installed kernel if necessary in order to install a different one.
