KDE 5.27 Jammy kubuntu-ppa/backports-extra critical bug (no window borders and headers)

Following the installation notes
https://kubuntu.org/news/plasma-5-27-lts-for-jammy-22-04-lts-available-
via-ppa/ via three different methods I was able to reproduce this issue
100% of the time.

After upgrading to plasma 5.27 from the ppa (with no errors) and
rebooting, all windows have no headerbars/borders. This makes the
desktop unusable.

I have reproduced this via three methods:
1. Building an image of KUbuntu using the official jammy seedfile (with
minor edits to account for the 3 packages that changed names) with the
ppa added
2. Start with an image of Kubuntu jammy and add the PPA and full-upgrade
in a chroot BEFORE ever booting and creating a user account
3. Boot a kubuntu jammy image as normal, create a user, etc, and then
add the ppa and do a full-upgrade

An unmodifed kubuntu jammy image has no such issues.
