Hi Steve, I checked with Francis Ginther from the kernel team and he explained that the kernel is not yet in main because it's not fully tested yet. I want the images to support kernel testing, and we're still iterating on the kernel right now.

I've discussed with Lukasz today, and his guidance was to temporarily enable universe until the kernel is promoted, as we know it will eventually be in main anyway.
