This is a terrible workaround. Ideally we should place this in some nicer place, and actually simply make sure that the cache is clear - I think it actually was 'doing the right thing' in focal. There seems to be something happening that basically taints the cache somehow.
I was thinking of how to make this pretty, but I think for this last-minute fix, all we need is a dirty workaround. But I'm open to suggestions to make this 'less terrible'.
