[Merge] livecd-rootfs:add-server-hwe into livecd-rootfs:ubuntu/jammy

The proposal to merge livecd-rootfs:add-server-hwe into livecd-rootfs:ubuntu/jammy has been updated.

Description changed to:

Enable the hwe kernel variant for 22.04.2. The desktop bits seem to be already switched, so this is only for server basically from the Ubuntu POV.

This also switches hwe on for desktop flavor images.
