We didn't really evaluate cloud-init from a desktop perspective and we ended with it more because subiquity depends on it than because we decided to include it as part of the desktop, but you are right that it's there today for new installation and such we have an inconsistency.

I think it's better to avoid installing services we don't need (lower the risk of issues, we had boot delays problem in the past due to cloud-init ordering for example) but at the same time cloud-init is a standard component used in Ubuntu server and we didn't get negative feedback from lunar and mantic desktop users.

It is early in the cycle and we should have room to do adjustments if needed, so here is a +1 for making it a Recommends.
