It is. It even shows in the manifest. However, this line is the only difference between the Ubuntu Budgie and Ubuntu Desktop stanzas and this, but for some reason the Ubuntu Studio builds aren't built with a live user. So, unless there's something else that's being missed by ubuntu-image, this is the only factor to why casper isn't creating the live user.
