I don't understand the proposed change at all, a time-daemon package doesn't make sense to me.

The normal way to solve this would be to keep the time-daemon provides and add a default-time-daemon provides to systemd-timesyncd or a default-time-daemon meta package, but certainly not to clobber the original provides.
