To thest this I edited the ubuntu-cloud-minimal package on a GCE instance to include `systemd-timesyncd | time-daemon` and re-installed ubuntu-cloud-minimal using that updated package. I was then able to freely swap time-daemon between chrony and systemd-timesyncd
