Add a new enhanced-secureboot seed for some of the FDE related packages.

This MP is more for discussion than actual commitment. With mantic we switched to using seeds instead of tasks, so all the task-related fields don't seem needed.

NOTE! I'm thinking if this shouldn't go to the platform seed instead, to make this flavor-agnostic. But for now this is a good starting place for sure.

Currently boot-managed-by-snapd is in supported only, and pulled into the canary images via a direct package install in livecd-rootfs. I think it's best to use the seeds for this, possibly even adding a metapackage for it. Is this the right way to go? Not sure. Also, I got a bit rusty re: the seed logic, so reviews are welcome.
