`disk-image-uefi` builds fine with the generic kernel. We then mount it to customize the image for GCE, there's not enough space on the disk to install `linux-gcp` kernel. That info is in the commit message.

The comments are actually different (different Ubuntu versions, different arches), that's one of the reasons why it's a separate conditional.
