MP put up in preparation for the snapd release 2.57.4. required to unblock publication of CPC and WSL images.

If it ends up continuing to be an issue for other image build types, will delete this MP, and put up a new one allowing CPC and WSL (and maybe others) and only have the affected images skip the preseeding.
