Commit message:
When adding the new RISC-V platforms, some of the generic non-SUBARCH code went missing and some invalid assumptions have been made, causing cloud images to fail building.

When adding the new RISC-V platforms, some of the generic non-SUBARCH code went missing and some invalid assumptions have been made, causing cloud images to fail building.
So in overall I'd recommend doing a general overhaul of the RISC-V mess here in the case conditional, but I didn't want to by accident introduce YET ANOTHER issue because of cleanup. This feels the safest and easiest way to go forward.
We'll need the same for jammy sadly, but let's test kinetic first.
