This looks good to me. We need to revert this change because of the regression in an edge case, as described in the bug. I see that this is an exact revert of the previous commit and there are no other changes.

Strictly speaking you're not adding the file as the commit message implies but an entry to that file. I'd have said "Add debian/changelog entry". But never mind :)
