Dave Jones has proposed merging lp:~waveform/meta-release/ubuntu into lp:~ubuntu-core-dev/meta-release/ubuntu.

Commit message:
The forthcoming rpi-imager release will be looking for a new field "init_format" in the JSON which dictates how an image should (or can be) customized after writing, which can take the values "cloudinit", "systemd", or "none".

This commit adds a feature to guess the value for the JSON, if it's not already present (based on the image name), and updates the existing JSON to include the new field.
