Add libsnmp-dev to Extra-Exclude.

net-snmp 5.9.1 from Debian added a Recommends relationship between libsnmp-dev (in main) -> libsnmp-perl (universe).  The reason why libsmp-dev is in main is because of the Extra-Include rule (*-dev), but none of its rdeps are in main.  Therefore, in order to avoid adding delta to the package, we can simply demote libsnmp-dev to universe and keep the Recommends as is.
