The proposal to merge ~toabctl/livecd-rootfs:keep-debian-native-package-changelogs into livecd-rootfs:ubuntu/master has been updated.

Description changed to:

Did a testbuild with ubuntu-bartender and checked the changelog for apt:
$ ls -al /mnt/usr/share/doc/apt/changelog.gz 
lrwxrwxrwx 1 root root 29 Jul 29 16:59 /mnt/usr/share/doc/apt/changelog.gz -> ../libapt-pkg6.0/changelog.gz

it's there so this seems to work fine.
