I'm not sure why you'd say they're not in the manifest, they look like
they're there to me:

mwhudson at anduril:~$ curl --silent -L
https://launchpad.net/~ubuntu-cdimage/+livefs/ubuntu/impish/ubuntu/+build/303082/+files/livecd.ubuntu.manifest
| grep ^grub
grub-common 2.04-1ubuntu47
grub-efi-amd64-bin 2.04-1ubuntu47
grub-efi-amd64-signed 1.173+2.04-1ubuntu47
grub-gfxpayload-lists 0.7
grub-pc 2.04-1ubuntu47
grub-pc-bin 2.04-1ubuntu47
grub2-common 2.04-1ubuntu47

It probably makes sense for them to be installed in the base layer of the
canary ISO too, but there is work pending around grub handling in curtin so
we may want to hold off for a little while there.
