Generate manifest for HyperV desktop images

Manifests are necessary for candidate checking in the
CPC automated workflow for building and publishing
HyperV desktop images.

Tested this internally, confirming change.

Let me know if the changelog is wrong or weird. We had some technical glitches with our normal workflow for changelog that I had to manually work around.
