Fix PROPOSED=1 not enabling proposed for all needed components.

Problem: PROPOSED=1 only enabled series-proposed for main and restricted, regardless of what we define in COMPONENTS during configuration. I think this is wrong (since we enable those components for all the other pockets).

Not sure if that's enough, this is a quick-hot-fix attempt.
