Is unatteded-upgrade disabled on the system?
$ cat /etc/apt/apt.conf.d/20auto-upgrades 
APT::Periodic::Update-Package-Lists "1";
APT::Periodic::Unattended-Upgrade "1";

$ apt-config dump | grep Periodic
APT::Periodic "";
APT::Periodic::Update-Package-Lists "1";

APT::Periodic::Unattended-Upgrade "1";
