This removes a dependency cycle between systemd units and should fix an issue we are seeing where sometimes subiquity doesn't start up correctly because systemd decides to kill cloud-init or the subiquity client to break the cycle.

I wish I'd found this issue like 3 weeks ago :( I've tested it locally and it does seem to work but it's really too late for release.
