To clarify the rationale: this package has only ever been part of the server seed for benefit of the CPC images, which are now handling it separately.  So dropping it from the seed for bare-metal images is 100% correct.  Also we aren't going to be building any more point release images of Ubuntu Server, so the change is only effective on upgrades, and systems that already have grub-legacy-ec2 installed aren't going to have it dropped on upgrade automatically - only if someone uses 'apt autoremove'.
