I didn't explicitly add specific instructions for apt as the ui.py is supposed to be packaging agnostic, so the message is intentionally generic.

I would have also liked to be able to tell that the package was only available from dpkg cache to use a separate error message, but there's no such API in apport/packaging.py for that. The reasoning is that when the package candidate origin is only dpkg then it could mean: empty apt lists, package installed manually, package origin is no longer available (eg. source removed), etc.
