[Merge] ~codyshepherd/livecd-rootfs/+git/livecd-rootfs:buildd-bootable/xenial into livecd-rootfs:ubuntu/xenial

I've completed the To-Dos, including ommitting bind9 and adding an extra call to setup_resolvconf from config/functions in order to keep DNS working. However, removing the --install-recommends flag from the package installation results in an image that will not boot in multipass.
