And is that a manifest for the bootable image? Addition of grub etc looks reasonable for a bootable image, but inappropriate for a tarball/container image.

Is the removal of policyrcd-script-zg2 expected? This is used in the buildd chroots to prevent inappropriate starting of daemons; so it should be kept in the tarball and omitted from the bootable image.
