This is already pulled in indirectly, so there won't be any effective change.

Ubuntu.Groovy supported-cloud seed
  -> gce-compute-image-packages
       -> google-compute-engine
            -> google-guest-agent

Hence it already is in
https://people.canonical.com/~ubuntu-archive/component-mismatches-proposed.html

Never the less given that it is MIRed on its own now it seems right to also add it explicitly here.
