I just installed Ubuntu 20.04 in VM, from default desktop installed GNOME Flashback:
apt-get install gnome-session-flashback

Logged out, changed session to GNOME Flashback (Metacity) and logged in.
Opening LibreOffice Writer I do have menu bar. Restarted VM and still
have menu bar in LibreOffice.

Did you do some extra customization? Did you add and use other menu
applet?
