It FTBFS and here is the important part of the build log:

===> Testing with python3.8 (python3)
+ rm -rf .testrepository
+ testr-python3 init
/bin/sh: 5: testr-python3: not found

testr-python3 is not provided by any binary package in Focal. Checking debian/rules, this is an attempt to run tests with python 2 and 3 during build time. However, this source package provides only a python 3 binary package at the moment, so 'testr' (python3-testrepository) is enough to test against python 3.
