I agree with your reasoning that there's no real benefit in shipping devscripts on the ISO. Removing devscripts from main entirely is a separate question though.

I don't have a strong opinion on the second question, but we should probably consider it together with other packages that are useful for "development" but in main. This is a question that isn't exclusively a server team one. See the "Package Maintenance" section in supported-development-common for example: devscripts is in there too.
