Dimitri John Ledkov has proposed merging ~xnox/ubuntu-seeds:drop-devscripts into ~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu:focal.

Commit message:
server-ship: drop devscripts

devscripts pull in lintian and a bunch of perl packages into main. The only reason why devscripts is in main, is because it is in the pool/ on the d-i server iso. Yet I question how useful that is.

majority of devscripts require network connectivity to either get their inputs, or to operate at all. I.e. bts, salsa, etc.

Even things like dch, kind of require network access to fetch source packages (we ship none on the CD). And even if one created a source package from scratch, it is hard to correctly build it given how little -dev packages are available on the ISO, and there are not enough .debs shipped to debootstrap a clean chroot.

Furthermore, ubuntu-dev-tools which imho is slightly more useful than devscripts is in universe.

I would like to stop filing lots of MIRs for devscripts/lintian, and instead demote them to universe. This will not have any impact on reverse build-dependencies, as we do allow build-depending on universe packages.
