We are in the process of MIRing libmaxminddb (#1861101), which is the current implementation of GeoIP2, and deprecating libgeoip1 (src:geoip), which is considered legacy by upstream.

A condition for that MIR to be accepted is to demote geoip (the GeoIP1 legacy code) to universe, and this is the seed change to do that.

The corresponding GeoIP2 python3 package is python3-geoip (src:python-geoip2)
