This was tested by building livecd-rootfs with two configurations:

  PROJECT=ubuntu-cpc SUBPROJECT=
  PROJECT=ubuntu-cpc SUBPROJECT=minimized

I verified the following:

- Minimized images contain the kvm kernel and boot properly in multipass
- Base images contain the virtual kernel and boot properly in multipass
- Base KVM images contain the kvm kernel and boot properly in multipass
- Base/Minimized/KVM image manifests contain the expected kernel packages
