The consensus among the buildd stakeholders is that whatever is "default" for xenial should be used as long as it works. A quick look at the manifests on cloud-images.ubuntu.com shows that ifupdown is present in the xenial cloud images, while systemd-networkd is not. Therefore the choice among the stakeholders is to stick with ifupdown.
