[Merge] ~gunnarhj/ubuntu-seeds/+git/ubuntu:groovy into ~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu:groovy

What it does is make comopnent-mismatches report the packages as needing promotion to main. The change has effect once that is done.

For stable releases, the release pocket is immutable, so the only way to do this is in -updates. The affected packages will have to be SRUed if they don't already exist in there, and then the SRUs moved to main.

The packages will still need to have ~desktop-bugs as a subscriber to be promoted to main, but won't need a full MIR per https://wiki.ubuntu.com/MainInclusionProcess#Font_Packages .

ISTR that you were going to get some feedback before we commit to the packages in main. I'll mark this as WIP until that process is finished.
