[Bug 1891046] [NEW] wallpaper can't be spanned across screens

Public bug reported:
Wallpapers can't span across screens any longer. Regardless of what is
configured in "picture-options" in org.gnome.desktop.background, the
same content will be shown on all screens.
Versions: Ubuntu 20.04.1 LTS, gnome-flashback 3.36.3-0ubuntu1 (from
focal-updates/universe)
Test scenario:
- have a system with multiple monitors, e.g. 2x 1920x1080 in my case
- (optional) have a wallpaper that's supposed to span across the monitors, e.g. 3840x1080 in my case
- gsettings set org.gnome.desktop.background picture-uri file:///path/to/some/image.jpg
- gsettings set org.gnome.desktop.background picture-options spanned
What is expected to happen:
- wallpaper stretches across screens (e.g. left half on left screen, right half on right screen)
What happens instead:
- the image is zoomed down and "letterboxed" as if there was only a single screen; the same image is displayed on both screens
The same happens with other "picture-options" modes that are supposed to
show different content on the screens, e.g. "wallpaper".
The issue is not present on the default Ubuntu GNOME session, so it's
specific to gnome-flashback.
The issue wasn't present on 18.04; unfortunately I can't say anything
about the versions between that and 20.04.
