Merge version 2.4.9-2 from Debian. The current delta was kept:

    - d/control: Demote easy-rsa to Suggests (universe package).
    - debian/openvpn at .service: Add '--script-security 2' similar to what
      got added to debian/openvpn.init.d ages ago (LP 1454725)
    - Allow MD5 for PRF in FIPS mode openssl.

Moreover, I added two DEP-8 test cases to test the server setup: i) with a CA built with easy-rsa; and ii) using a static key. I haven't submitted those DEP-8 tests to Debian yet because I'd like to get some feedback here first, once we agree on the solution I'll submit a merge request.
