In short - because of the history and famous and fully-functional GNOME 2.32 (as it was in Ubuntu 11.04) and last normal version as 3.4.2 (as it was in Ubuntu 12.04 LTS).
You can install these versions and check it out to understand the real meaning of "flashback" for users like me :)

As for me GNOME FlashBack is a kind of MATE DE, so it should save the
legacy of GNOME 2.
