[Bug 1871508] [NEW] Toolbar icons not properly following color scheme

Public bug reported:

An issue has been discovered where the Ubuntu Studio Icon Theme was not
properly changing colors according to toolbar and menu color schemes,
whereas its parent icon theme (Papirus) as properly changing.
index.theme is missing one line:

FollowsColorScheme=true
