Colin Watson has proposed merging ~cjwatson/livecd-rootfs:xenial/exclude-makedev-properly into livecd-rootfs:ubuntu/xenial.

Commit message:
Fix exclusion of makedev from buildd chroots

debootstrap doesn't respect --exclude for "Priority: required" packages,
so we have to purge makedev later.

This time I actually tested that this builds a chroot without makedev.
