Colin Watson has proposed merging ~cjwatson/livecd-rootfs:xenial/exclude-makedev into livecd-rootfs:ubuntu/xenial.

Commit message:
Exclude makedev from buildd chroots

It was historically excluded, and apparently breaks some builds (e.g.
mir).
