[Merge] ~rbalint/livecd-rootfs:ubuntu/master into livecd-rootfs:ubuntu/master

Without this fix the autopkgtest locks up in my amd64 multipass VM in a way similar to the lockup observed on the central build infrastructure. I believe the problem starts with pyhon-apt starting to talk to the build systems' PackageKit via dbus.

A test package is uploaded to ppa:rbalint/scratch .
