The empty resolv.conf was something I added intentionally.  Here's the commit:

So the important thing is that the chroots don't end up with /etc/resolv.conf as a symlink to /run/systemd/..., since systemd-resolved is never going to be running inside a chroot.  Could you please check that?  Likewise, launchpad-buildd runs our LXD images with a policy-rc.d that I think will stop systemd-resolved from starting, so please also make sure that resolv.conf isn't a symlink in those images either.
