My understanding around launchpad buildd tarballs was that we support building against release pocket only, -security, -updates, -proposed. Such that when security/PPA/sru/proposed builds are done, the same launchpad buildd tarball is used and the pockets are enabled as per build configuration.

Do you envision supporting something like that in snapcraft? Or do you only allow booting & building with -updates pockets enabled in the VM & build environment?

It is inevitable, that there will be updates to be downloaded and applied, always. And regular respin of VM images only reduces the size of downloads to a low watermark, but will never eliminate it completely apart from a very short time frame.
