I recall to agreeing to not using images built with -updates included and that we, snapcraft should and shall dist-upgrade after it updates on first boot to be on par with launchpad.

Saviq, I cannot parse this comment:

WRT to cloud-init, one of our tasks is to actually get rid of it as the LXD images will come without it, so I would avoid adding any new feature by relying on cloud-init, this is scheduled for our 20.04 cycle. Adding new things through other means is not really going to be a problem as we already have logic that runs on first-boot and on every boot (e.g.; injecting the same snapcraft living on the host).
