[Bug 1830201] [NEW] ubiquity-frontend-gtk and ubiquity-frontend-gtk-panel split

Dimitri John Ledkov (xnox) has assigned this bug to you for ubuntustudio-meta in Ubuntu:

whilst many flavors use ubiquity-frontend-gtk, not all of them use
ubiquity-frontend-gtk provided panel.

Hence we are splitting ubiquity-frontend-gtk and ubiquity-frontend-gtk-
panel into two packages.

This package split will affect flavours that use gtk frontend with a
panel and show indicators there. As far as I can tell that would be
mate, budgie and studio. These flavours need to seed ubiquity-frontend-
gtk-panel into their live seeds.
