src:elfutils will stay in main because binary libdw1 from src:elfutils is still pulled in by binary:libasm1. So for code maintenance not a lot changes

elfutils itself is a pure developer/build tool, it's place isn't the server-ship.

Could we get an ack by Foundations that they are ok with this as the elfutils binary will then get auto-demoted. Maybe they want to avoid that by adding it to e.g. "supported".

+1 Approve from a pure Server POV, but as mentioned I'd like to request the second core dev slot to be backed by foundations
