[Merge] livecd-rootfs:u-i-cloud-init into livecd-rootfs:ubuntu/master

Łukasz Zemczak has proposed merging livecd-rootfs:u-i-cloud-init into livecd-rootfs:ubuntu/master.

Commit message:
Add a new u-i specific chroot hook, move the NoCloud system-boot cloud-init datasource configuration there to make sure all u-i built ship with it.

Add a new u-i specific chroot hook, move the NoCloud system-boot cloud-init datasource configuration there to make sure all u-i built ship with it.

Currently we only configured cloud-init this way for the raspi images. Since now we have switched raspi to ubuntu-image only and, apparently, all of our current u-i built images would find this useful, I propose to add it for all of them as-is. In case some need to ship a different datasource, we can use the $MODEL variable that is now included in config/common.
